The Committee on Legislative Support of Law Enforcement scrutinized the Bill on the Concept of reforming the Law Enforcement Bodies.
Volodymyr Sivkovych, First Vice-Chairman of the Committee, presented the Bill and stated that "achievement of democracy and socio-economic development is impossible without provision of security of every person and society". He believes that it is law enforcement bodies that are supposed to provide such security.
According to the reporter, the Concept is revolutionary, as it presupposes complex reorganization of current bulky, inefficient, uncoordinated, financially cumbersome law enforcement system. Thus, the Concept envisages reorganization and redistribution of authorities of the defence and law enforcement agencies in the system of Ukrainian public authorities within five years.
The following system of law enforcement bodies should be the outcome of the reform: the National Security Service of Ukraine, the National Investigation Service, the National, Special and Border Police under the Ministry of Internal Affairs of Ukraine, the Prosecution and the State Criminal-Executive Service.
